What is the protest bubble zone by-law proposal?

The protest by-law would restrict where in the city protests are allowed, potentially making it illegal to hold a protest near any school, hospital, child-care centre, or place of worship (including adjacent streets and sidewalks).

What is the problem?

Many respected legal and community groups have expressed their concerns about the proposed by-law, including a recent letter from the Canadian Civil Liberties Association (CCLA).

  • Vulnerable institutions” is a highly subjective term with no legal definition.

  • Every institution involved in problematic and unethical behaviour should be open to peaceful protest - from libraries platforming transphobic speakers, to schools enacting racist policies, to places of worship lobbying for violence.

  • Protests are fundamental to freedom of expression, charter rights, and the rights of workers. All institutions are also employers of people who have the right to fight for fair wages, and a just work environment!

Why it matters

  • Many past forms of protest that helped to shape a more just city would now be banned.

  • This is a punitive law that gives the city and the police the discretion to broadly restrict peaceful expression.

  • Protest bubbles would bring more cops into our communities, targeting our most vulnerable neighbors, funneling more resources into policing and away from community infrastructure.

Who is doing this?

  • Paul Johnson is the City Manager - not an elected official

  • Johnson’s salary is a whopping $479,164, over 1000% of individual median income in the city of Toronto.

  • Johnson spent months pushing against fair wages for 27,000 city workers in CUPE Local 79.

  • Has been leading the charge to implement protest bubble zones.
